BANDILLA IS NEW BFP CHIEF

After more than a year of waiting, the BFP finally welcomes its new Fire Chief. On February 1, 2010, DIRECTOR ROLANDO M BANDILLA JR, CESO IV was appointed Chief, BFP by President Gloria Macapagal Arroyo on February 1, 2010 in view of the compulsory retirement of Fire Director Enrique C Linsangan last November 15, 2008. Bandilla was recommended by the DILG Public Safety Selection and Promotion Board (PSSPB) in a Resolution No. 2008-17 dated September 24, 2008 as next Director of the BFP.

Bandilla is a member of the Philippine National Police Academy (PNPA) Tagapagtanggol Class of 1986. He was promoted to the rank of Chief Superintendent on January 11, 2005 by President Gloria Macapagal Arroyo who also conferred him the Career Executive Service Officer (CESO) IV rank on December 14, 2001. He has been an officer in the BFP service for the last 25 years and has held various key positions. He is a registered civil engineer and the most senior of all the officers currently holding Chief Superintendent rank in the BFP hierarchy. He is a recipient of medals and numerous awards and commendations from the various sectors including the prestigious LAKAN award, the highest award given to outstanding Alumnus by the PNPA Alumni Association, Inc. and the Presidential Award from the Safety Organization of the Philippines (SOPI) for his outstanding contribution in the field of public safety. Aside from his various duties and responsibilities as Head of the Bureau, he is also an active member of the Board of Trustees of the Bureau of Fire Protection Mutual Benefits Association, Inc. (BFPMBAI) and the Armed Forces and Police Mutual Benefits Association (AFPMBAI). He is a native of Quezon Province in Lucena City and married to the former Nilda Dimaculangan from San Juan, Batangas and blessed with 2 daughters and 3 sons.

Bandilla expressed his gratitude to Secretary Puno for the trust and confidence the Secretary bestowed on him in overseeing the operations of the Fire bureau.

“I welcome this new assignment and take it as a challenge and a great opportunity for me to be of more service to BFP and to the people,” he said.

Bandilla further said he will prioritize the capability building of the BFP in terms of mobility, equipment, fire trucks, rescue and medical facility. He also vows to uplift the ethical standards of BFP personnel particularly those assigned in fire safety enforcement including the fire and arson investigator.

The IRR will be very beneficial to all stakeholders in fire safety particularly to the building inspectors, administrators and engineers. However, the IRR will take effect thirty (30) days after its publication in the national broadsheets.

BFP and SHELL ink MOA as Partners in Fire Prevention

            In line with the BFP’s mandate and SHELL’S fulfilment of its social responsibility, a Memorandum of Agreement (MOA) on the BFP-SHELL Fire Prevention Initiative was signed by the two parties, as represented by CSUPT ROLANDO M BANDILLA JR, Acting Chief, Bureau of Fire Protection (BFP) and MR. ROBERTO S. KANAPI, VP-Communications, Pilipinas Shell Petroleum Corporation (SHELL) on 01 March 2009.

            The MOA Signing highlighted the Kick-Off Ceremony of the Fire Prevention Month 2009 held at the QC Memorial Circle. Under said MOA, BFP and SHELL agreed to implement the following:

A. Trainings

During the period 1 March 2009 to 31 December 2009, SHELL shall, thru its network of terminals, retailers, distributors, and other partners, agree to undertake the following:

  1. Arrange a training roadshow (including the venue and required resources) in various depots, installations, plants and warehouses (as specified by SHELL) for the training of identified:
    1. Local BFP Personnel
    2. Local government units
    3. Communities and barangays
  1. Provide, free of charge, technical information on liquefied petroleum gas (LPG), Compressed Natural Gas (CNG) and other fuels, particularly product knowledge, and emergency response, in both training and documented format (information leaflets and handouts).
  1. Facilitate training of participants, including BFP personnel.

For its part, the BFP undertakes to:

  1. Endorse the SHELL-BFP Fire Prevention Initiative to the local fire department and local government units of the areas listed in Annex A and their surrounding areas.
  1. Encourage BFP personnel to attend the learning events.
  1. Participate in the fire drill organized by SHELL in select retail sites and terminals in the areas listed in Annex A.
  1. Provide, free of charge, technical information on fire prevention and emergency response procedures, particularly on fire-related to electrical and other non-petroleum product causes.

B. Promotion of SHELL-BFP FIRE PREVENTION INITIATIVE

In order to increase awareness, SHELL undertakes to:

  1. Promote the SHELL-BFP FIRE PREVENTION INITIATIVE in collaboration with the BFP thru its communication channels to the public including advertising mediums (e.g. print, radio, TV).
  1. Provide streamers and other similar materials to promote the trainings that will be conducted.
  1. Invite local BFP personnel as guests and/or resource persons in their local initiatives. 

For its part, the BFP undertakes to:

  1. Allow SHELL to feature and mention, in its safety campaign (which includes advertising, public relations, and promotional efforts) the following:
    1. Bureau of Fire Protection
    2. City/Municipal BFP Office
    3. Fire Prevention Month
    4. The collaboration between SHELL and BFP
  1. Allow its department, and personnel to be featured in various media and promotional efforts.
  1. Allow its local heads and personnel to assist and/or participate in SHELL’s local activities.
  1. Allow SHELL to use the words BFP and Fire Prevention Month in its branding efforts.
  1. Allow SHELL to make public any material provided by or thru the BFP and its personnel regarding fire prevention and emergency response.

The “SHELL-BFP FIRE PREVENTION INITIATIVE” is only the initial activity wherein both parties shall cooperate in promoting fire safety and prevention. Both parties have agreed to discuss the possibility of developing other joint fire safety and prevention activities, under terms mutually beneficial and acceptable to both organizations.

SHELL and BFP shall meet during the fourth quarter of each year to discuss and plan on possible programs and activities to be conducted for the following year.
