I. SITUATION

            Metropolitan Manila is a home to millions of people daily and throughout the year. As the country’s premiere business center people are concentrated in the National Capital Region doing various businesses in the private, public and non-government sectors. In fact the National Capital Region shares 12 percent of the total number of fire incidents nationwide for the period of January to August 2008. Notwithstanding such percentage, the rest of 16 more BFP regions share comparable percentage in the total fire occurrence statistics.

            Fire safety inspection is one of the major pillars into which the BFP delves into aside from fire suppression, education and investigation. It is one of the areas usually vulnerable to corruption as identified by the Integrity Development Review Anti-Corruption Integrity Development. The Operation Plan Fire Safety Evaluation Drive (OPLAN FSED) is hereby introduced as a measure to prevent or preempt the occurrence of any corruption on the part of fire safety inspectors of the BFP and to prevent fire safety compliance applicants from violating or continuously defying safety standards.

II. ASSUMPTIONS

  • Everybody is bound to obey and comply with the requirements of P.D. 1185, or Fire Code of the Philippines.
  • Fire safety inspection is one area identified by the Integrity Development Review Committee as vulnerable to corruption.
  • The fourth quarter of the year is marked by celebrations and other holidays usually characterized by greater entertainment and jovial activities which require concrete checking of safety requirements.

III. MISSION/OBJECTIVES

1. To reinforce the BFP’s operational mandates in minimizing occurrence of fire incidents, generating awareness among the public and enhancing community-readiness to emergency situations.

2. To intensify massive fire safety information and evaluation drive in all units nationwide with greater emphasis in densely populated and identified fire-prone areas and vulnerable locations.

3. To amplify information dissemination in all BFP units and stakeholders nationwide in checking and reporting any anomalous activities of fire safety inspectors through a national hotline or complaint/reporting desk as well as fire safety violations committed by the general public.

IV. EXECUTION

CONCEPT OF OPERATION

  • NATIONAL HOTLINE

The public composed of internal and external stakeholders of the Bureau of Fire Protection are enjoined/encouraged to report any act of corruption or an act tending to corruption which related to fire safety and fire safety inspection.

  • ONLINE REPORTS

Online reports should be channeled through BFP website at www.bfpresponse.gov.ph using “E-MAIL MO SI FIRE CHIEF” service or through a direct e-mail to the Chief, BFP. Other violations may be e-mailed directly to the Chief, BFP.

3. FIRE SAFETY VIOLATIONS

Reports on fire safety violations of establishments, buildings or structures should be reported to the following hotlines:

4. UTILIZATION OF TRI-MEDIA

Violations to the Fire Code which show a clear and present danger to the public may be shown to the media as part of the Bureau of Fire Protection’s vigilance to violations of fire safety standards. Upon showing to tri-media (print, broadcast and audio-visual), responsible BFP officers/personnel in charge of safety must immediately act or give appropriate action on the violation(s) noted.

5. FRIENDLY FORCES

            Friendly forces to be considered for coordination:

  1. All allied government law enforcement agencies including Armed Forces of the Philippines (AFP) elements
  2. Local government units (LGUs) and barangay officials
  3. Non-government and civic organizations
  4. All government agencies concerned

V. TASKING

            DIRECTOR FOR FIRE SAFETY AND PREVENTION

  1. Overall control and supervision
  2. Prescribe policy guidelines on all operational activities
  3. Monitor and conduct evaluation on the implementation of this OPLAN

REGIONAL DIRECTORS
Regions 1, 2, 3, 4A, 4B, 5, 6, 7, 8, 9, 10, 11, 12, CAR, CARAGA, ARMM, NCR

  1. Maximize media utilization
  2. Identification of fire-vulnerable location, fire-prone area
  3. Supervise and guide respective elements in the scope of operation
  4. Perform other tasks necessary and/or as directed

CFM/MFM

  1. Responsible for identification of fire-prone areas and vulnerable locations;
  2. Direct and monitor activities of fire safety inspectors
  3. Lead vigilance to violations of fire safety standards
  4. Submit report to BFP NHQ
  5. Perform other tasks as directed

VI. COORDINATING INSTRUCTION

  • Lateral coordination of all elements in this OPLAN with friendly forces is recommended especially to concerned Local Chief Executives (LCEs).
  • Monitoring and fire safety inspection team members must always be in prescribed BFP uniform in implementing this OPLAN.
  • Observe courtesy and proper behaviour but likewise take necessary precaution in carrying out this mission.
  • Strictly avoid compromise of any kind that may prejudice the noble intent of this endeavor.
  • In case of doubt over legal issues and procedures, refer to higher BFP office for advice and proper disposition.

VIII. EFFECTIVITY

This OPLAN shall take effect upon approval and official nationwide simultaneous launching of OPLAN FSED is on 9 October 2008.
