DILG Rescinded Issuances
concerning BFP Personnel Movement

Pursuant to the Department Order No. 2011-1024 dated June 24, 2011, signed by no less than the DILG Secretary Jesse M. Robredo, several Department Issuances concerning suspension of the movement of personnel in the Bureau of Fire Protection (BFP) are lifted.
In view of the Department Circular Nos. 2011-008 and 2011-009 dated June 21, 2011 regarding General Guidelines in the Recruitment and Promotion of Personnel in the BFP and BJMP and the General Guidelines in the Reassignment/Designation/Detail of personnel in the BFP and BJMP, respectively, following previous Department Issuances are revoked: DO No. 2011-87 dated February 4, 2011 “Amendment of DILG DO No. 2011-76 dated February 1, 2011 entitled Revocation of Reassignment Orders”, DO No.2011-76 dated February 1, 2011 “Revocation of Reassignment Orders”, Memorandum dated December 14, 2010 “Reiteration of the Policy on Movement of Personnel”, and Memorandum dated November 8, 2010 “Holding in Abeyance Personnel Selection in all stages for Lateral Entry in the BFP and BJMP and reiterating pertinent provisions of Circular No. 2010-013 dated September 16, 2010 entitled Delegation of Authority-Interior Sector”.
Along with this order, the BFP Chief and the Head of Offices must ensure strict compliance with the provisions of said Memorandum Circulars regarding personnel movement. The provision in the DILG Circular No. 2010-13 dated September 16, 2010 entitled: Delegation of Authority-Interior Sector, as amended by DILG Circular No. 2010-16 dated November 11, 2010 on the reassignment/designation of personnel is also reiterated.
However, the Bureau Chiefs and the Regional Directors must ask for the confirmation of DILG Secretary in reassigning and designating officers to key positions – Assistant Regional Director for Administration and Operations (ARDA/ARDO), Regional Chief Directorial Staff (RCDS) and Provincial Fire Marshal (PFM) pending the completion of the revamp/reshuffle of District/ City Fire Marshals nationwide.
The implementation of the mentioned Circulars will be monitored by the Undersecretary for Peace and Order, the Internal Audit Service, DILG and the respective Director for Personnel. After which, a periodic report will be submitted for the information and/or appropriate action of the Secretary.
