Development of BFP’s Performance
Management Framework Reels Off

The development of the Bureau of Fire Protection’s Performance Management Framework (PMF) reels off as the Workshop on the Development of Monitoring and Evaluation Tools took place last June 6 to 8 at the BFP National Headquarters’ Office of the Deputy Chief for Administration.
Representatives from the Development Academy of the Philippines (DAP) headed by Mr. Josue Claur facilitated the workshop. The said workshop was attended to by members of the BFP Technical Working Group on PMF constituted by the Chief, BFP. Chief Superintendent Nimfa D Cuartel heads the TWG while the project is under the auspices of the Deputy Chief for Administration of BFP.
First day of the workshop set the context by reviewing previous outputs and continued with workshop on the refinement of draft monitoring and evaluation (M&E) and review of M&E theories and data gathering tools. Workshop continued on the second day while the third day focused on presentation of critiquing of the outputs on data gathering, data analysis theories and development tools and reporting and utilization.
The said workshop aimed to develop monitoring and evaluation tools for pilot-testing in certain BFP units and offices in the National Capital Region and Region 4-A, respectively.
The development of the BFP PMF is one project being undertaken by BFP in partnership with DAP’s Center for Governance that aims to enable BFP to measure and monitor progress and achievement of targeted outcomes or results in the light of the implementation of anti-red tape initiatives such as the Citizen’s Charter. DAP’s intervention is composed of a 4-day seminar-workshop which was held in 2010 and a post-technical assistance to pilot test and refine the M&E system. Its first component includes defining performance and managing organizational performance in the public sector, developing BFP M&E framework, understanding the M&E evaluation process and tools as well as generation, processing and utilization of objective performance data or information.
The development of PMF is one of the interventions of DAP in the improvement of BFP’s services. In 2009-2010, the Center for Governance assisted BFP in a milestone project entitled “Building a Culture of Excellence at the Bureau of Fire Protection: Leadership and Management Development Program.” Other projects with DAP includes Seminar-Workshop on Procurement Planning and Management in 2010 and the inter-agency conduct of Integrity Development Review (IDR) in 2006, respectively.
